Social Value Commitments That Actually Score
Measurable commitments tied to the contract earn marks. Vague community goodwill does not.
Social value questions now carry a meaningful share of the marks on most public contracts, yet many suppliers still answer them with a list of everything they do in the community. Evaluators are not asked to reward goodwill. They are asked to reward commitments they can measure on this contract.
Tie every commitment to the contract
A commitment scores when it is specific to the work being bought: local jobs created on this contract, apprenticeships delivered during this term, spend with local suppliers in this area. General company activity rarely earns more than a pass.
Make it measurable
Give a number, a timescale and a way of reporting it. "We will create two apprenticeships in year one and report progress quarterly" is something a panel can score and a contract manager can check.
Show you can deliver it
Back each commitment with a short example of when you have done something similar, and name who will be responsible. Credibility is what separates a full-mark answer from an ambitious one.
